Housing Stability Specialist Job Description

 

Founded in 2008, ProsperityME is a growing 501(c)(3) non-profit based in Portland, Maine.

ProsperityME empowers, through education and counseling, members of refugee and immigrant communities to invest in themselves to build financial stability, careers, businesses and wealth.

ProsperityME offers financial education services including financial literacy courses, one-on-one financial counseling and coaching. We also provide support for higher education, security deposit assistance for housing, small business counseling, and workforce development through partnerships with local businesses. ProsperityME’s services are open to all refugees, immigrants, asylees, and other individuals with low-income in Greater Portland and Lewiston/Auburn, Maine.

The Housing Stability Specialist (HSS) position is a professional position which contributes to the community by assisting landlords and tenants needing emergency rental relief to stay housed. The HSS will coordinate referrals and access to housing services for individuals and families facing housing instability in their rental housing. The HSS will work with agencies and adhere to Federal and State guidelines, while maintaining strong, open communication and excellent follow through. The position requires considerable discretion and the ability to maintain confidentiality.

Duties & Responsibilities:

 

Direct client assistance includes:

  • Assisting with applications for the various housing programs based on client needs.

  • Providing housing counseling, including financial/budget management and tenant rights training.

  • Supporting conversations with tenants and landlords to reach agreements on past due rent and/or addressing unsafe housing conditions.

  • Working with other service providers on housing navigation if/when another rental is needed.

  • Providing referrals to and help with filling out applications for additional in-house service needs and to outside social service agencies.

  • Acting as a liaison between various partners and managing client referrals as needed.

  • Working with rental assistance agencies to provide resource information to individuals, and to negotiate and assess local mainstream resources.

 

Planning and documentation includes:

  • Conducting risk assessments for client’s housing instability.

  • Developing and updating client housing stability planning.

  • Maintaining client case files and performing clerical work.

  • Collecting data to reflect performance measures.

  • Preparing and updating periodic reports for documenting progress and organization’s impact.

 

 

Collaborative Community Relationships includes:

  • Providing outreach to community-based networks and committees.

  • Providing outreach to community service providers including Ethnic and Culturally Based Organizations, landlord associations, financial and legal assistance resources

 

Other Duties as assigned by the Director of Housing Services:

  • These may include, but are not limited to, database maintenance and analysis for reporting and process improvement purposes.

 

Education and Experience:

  • Bachelor’s degree preferred. Social Services or related field preferred.

  • Thorough understanding of Housing programs required.

  • Experience working with minorities, immigrant and refugee communities preferred.

  • Must be proficient in English and either Arabic, French, Pashto, Portuguese, Somali or Spanish.

  • Must have excellent interpersonal skills and be a good public speaker.

  • In-state travel may be required.
